The Vatican announcement came a day before Pope Francis is to meet with U.S. Catholic Church leaders.

Bransfield was the bishop for the West Virginia diocese of Wheeling-Charleston. He has denied wrongdoing and is on a leave of absence from his job as the Vatican's finance minister.

Wuerl has been accused of covering up child sex abuse in the church, and of knowing about allegations of molestation leveled at his predecessor, Theodore McCarrick (pictured).

Pope Francis removed McCarrick as a cardinal in July, but the Vatican's former US ambassador, Archbishop Carlo Maria Vigano, has called for the pope step down in the wake of his failure to act against McCarrick until recently.

Francis meets on Thursday with U.S. Church leaders to discuss that report as well as a scandal involving a former American cardinal and demands from an Italian archbishop, Carlo Maria Viganò, that the pontiff step down over that case.

Victims' advocates immediately dismissed the event as belated damage control, an action publicized hastily as allegations regarding Francis' record of handling abuse cases - and accumulated outrage among rank-and-file Catholic faithful over covered-up crimes - jeopardize his papacy. The Vatican already asked bishops' conferences in 2011 to draw up guidelines for dealing with abuse.

He wrote that Pope Francis instructed him during their recent encounter in Rome to come up with new ways forward for the church "as we face new revelations of the extent of the horror of the clergy abuse of children and the failures in episcopal oversight".

The Vatican said the pope had appointed Archbishop William Lori of Baltimore to run the Wheeling-Charleston diocese, West Virginia, until Bishop Michael J Bransfield is replaced.

The cardinal explained that the United States bishops' executive committee had agreed a three-prong response to the crisis which included an investigation "into the questions surrounding" McCarrick, the opening of "new and confidential channels" for reporting complaints about bishops' misconduct and for more effective ways to resolve future complaints.

The pontiff has so far refused to respond to the allegations.

The Vatican said on Tuesday that the US delegation would be headed by Cardinal Daniel DiNardo, head of the US Conference of Catholic Bishops, and also include Francis' top sex abuse adviser, Cardinal Sean O'Malley.

Claiming the Pope had personally ignored abuse allegations against prominent United States cardinal Theodore McCarrick for five years, Vigano also called on Francis to step down.

DiNardo requested a full-fledged Vatican investigation into the McCarrick affair, and said he also wanted answers to allegations that a string of Vatican officials knew of McCarrick's misdeeds since 2000, but turned a blind eye.

DiNardo is heading the USA delegation at Thursday's audience.
