Earlier on Saturday, the storm left at least 16 dead in the Philippines earlier in the day as it lashed Luzon with sustained winds of over 105 miles per hour and gusts of almost 162 miles per hour and inundated the archipelago's northern island with floodwaters.

MANILA-President Rodrigo Duterte plans to visit areas hit by Typhoon Ompong (international name: Mangkhut) as soon as these places become accessible, his top aide said Saturday.

Thousands of residents from low-lying areas of Guangdong province in China have been evacuated ahead of Typhoon Barijat's landfall in the country on Thursday.

Thousands of evacuees have taken refuge in emergency shelters.

"The city has learned from past lessons to get itself well prepared", he said.


The typhoon struck at the start of the rice and corn harvesting season in Cagayan, a major agricultural producer, prompting farmers to scramble to save what they could of their crops, Cagayan Governor Manuel Mamba said. As it exits the Philippines, typhoon Mangkhut is predicted to hit Hong Kong on Sunday.

The Global Disaster Alert and Coordination System said it expected a "high humanitarian impact based on the storm strength and the affected population in the past and (projected) path".

After losing some of its wind speed over land as it headed west, the storm was downgraded from a super typhoon.

A government damage assessment was underway except in areas still being battered by winds and rain.

"As Mangkhut crosses the South China Sea, widespread wind damage will be likely in southern China and around Hong Kong by late in the weekend, especially in coastal locations", AccuWeather Senior Meteorologist Adam Douty said in a statement.

Airlines in Hong Kong have canceled hundreds of flights due to the storm, which is expected to come within 200 km (125 miles) of the city on Sunday and wreak havoc on the Asia financial center and nearby Pearl River Delta.

According to the South China Morning Post, the Home Affairs Department urged property management companies and residents to take necessary precautions.

Though it will weaken from a super typhoon to a severe typhoon, it will still be packing sustained winds of 109mph.
