A woman in California is being sought by officials after she was caught Thursday on a security camera dumping a bag full of puppies next to a dumpster behind a store.

'You can clearly see the bag of puppies being dumped into the dumpster, ' said John Welsh, the chief of the Riverside County Department of Animal Services, told NBC LA.

The video showed her stepping out of a white Jeep and peering into a dumpster used for recyclables before dropping a plastic bag into the trash dumpster and driving away.

Officer Jose Cisneros was called to the scene around 2 p.m. where he discovered a trash bag containing seven puppies.

Animal Services says had it not been for the Good Samaritan, the puppies would not have survived much longer.

An employee at the auto parts store contacted animal services, and Officer Jose Cisneros reviewed the store's surveillance footage.

The puppies are about three days old, authorities said.

Commander Chris Mayer with animal services said he is building an animal cruelty case against the woman with the help of the Riverside County Sheriff's Office and the District Attorney's office. Especially in today's age when we or other shelters would be willing to get these animals to foster parents or rescue partners. His actions were humane and heroic.

The Animal Services' veterinary team cared for the puppies before they were taken in by a Southern California-based organization specializing in kitten and cat rescue.
